We always strip all paint and filler away to see the full extent of damage to the car and make a long-lasting set of repairs. This car has had a lot of rust and collision damage, plus many quick and unsound repairs. Fortunately, most of the repairs did not make damage worse. While we've got a lot of work ahead, the car is still very restorable.
